PARAPHRASE TELEGRAM from the Governor of Hong Kong to

the Secretary of State for the Colonies.

Dated 1st June

(Received Colonial Office 12.6 p.m. 1st June, 1925.)

Becret. Kerosene. Attempts would certainly be

made to start labour troubles in Hong Kong if action taken as suggested. Whether attempts would meet with success or not would depend on which party is victorious in the struggle which is believed to be imminent in

Canton. If Communista retain the upper hand Hong Kong

Canton relations would be hopelessly embittered and

results would probably be serious. If however the Communists are defeated by the Moderate Party no action will be necessary since taxation will presumably be

discontinued. In these circumstances xx my strong

recommendation is that it would be best to await developments and I would invite attention to the telegram from the Consul General Canton dated 30th May in the

terms of which I concur.
